The e-Transport system is causing a stir across the entire country by introducing strict regulations for the national transportation of goods with high fiscal risk and for international transportation (if part of the route takes place on the country’s territory). Therefore, the targeted companies have to prepare fast for compliance with these requirements, both through a better understanding of the associated legislation and by implementing dedicated e-Transport modules in the ERP systems they use.
System Innovation Romania has already developed an e-Transport module capable of managing data collection and processing, as well as reporting to the authorities. The module is already functional and is in production with several beneficiaries.

e-Transport: General requirements
The e-Transport system in Romania is a monitoring and reporting mechanism for the transportation of goods with high fiscal risk, initiated to combat tax evasion and ensure the traceability of goods within the national territory. The system targets the transportation of high fiscal risk goods within the national territory (an extensive list is available for verification), as well as international transportation (intra or extra-community, entering or leaving the country) of goods if part of the route takes place in Romania.
The e-Transport system applies to any company that purchases and delivers goods at the intra-community level, delivers high-risk fiscal goods within Romania, transports goods subject to customs operations, or moves goods between its locations (warehouses, stores, production centers, etc.). There are some exceptions, mainly related to the volume of goods (quantities under 500 kg) or their value (under 10,000 lei), and the system only applies to vehicles larger than 2.5 tons.
Essentially, the system requires the advance declaration of data related to these transports and the obtaining of a UIT Code, which will have limited validity. The data required for reporting in the e-Transport system includes: transported products, quantities, values, recipient/beneficiary, loading/unloading locations, means of transport, border crossing point, etc. The e-Transport declaration must be uploaded to the ANAF’s SPV. ANAF’s system validates the declaration and issues the UIT code, which must be in the possession of the driver. Only then can the transport take place within Romania.
The system is highly complex and, alongside the data reporting to SPV, includes multiple monitoring methods such as video surveillance, capturing GPS positioning data of vehicles, etc. Authorities have already launched dedicated mobile applications (Android and iOS) that allow the tracking of transports based on GPS positioning. e-Transport module in SAP Business One
To simplify e-Transport reporting in SAP Business One, System Innovation Romania has developed a dedicated module. This module enables the creation of a streamlined workflow that generates a document containing all the specific data required for e-Transport. The module automatically retrieves information from the ERP system’s database, including details about the transported goods (such as products, quantities, and weights) and partners (recipients, unloading addresses). It also allows for the quick addition of information that isn’t already in the system, such as vehicle registration numbers, the customs office where the declaration is made, etc. All specific fields related to e-Transport are mapped within the module, including operation type/purpose, partner type, product tariff codes, starting/ending locations for the route, and storage period.

Data not present in the ERP system can be added manually or through copy/paste from other applications, Excel files, etc. This predefined workflow allows the associated e-Transport report to be completed in just a few minutes, ready to be easily uploaded to the SPV (ANAF’s Virtual Private Space) to obtain the UIT code. This UIT code will then be printed on all transport documents. The module provides a unified workspace for all employees involved in this activity and automates a significant portion of the process.
The module also allows for easy data modifications where corrections are needed (such as changes to products, quantities, vehicles, customs points, destinations, etc.) to update the UIT code or obtain a new one. The challenge lies in processing all this data quickly and accurately to obtain the UIT code before the vehicles reach the border area.
Using the e-Transport module in SAP Business One facilitates the processing of data related to transported goods and business partners, identifying transports subject to the legislation, and obtaining UIT codes promptly. This helps avoid penalties that can reach up to 100,000 lei and, under certain conditions, even the confiscation of goods.
